Portland Elections C&E Fun, Part One

Here's a question: if Emilie Boyles reported to the City today that she ended the period with a cash balance of $75,007 {pdf}, why did she only give back $68,561? Even if she wasn't under orders to return about double that with interest and penalties, she still owes what she has left, back to the program that financed her. Sten's final "cash on hand" total matches what he gave back, and so does Amanda Fritz's. Once again, they seem to understand how things work.

Emilie? Not so much. Perhaps she charged the City a filing fee.
